For over a decade, URI’s People & Animals Living Safely (PALS) Program has been helping individuals, families, and their pets stay and heal together in safety. Now, we’re excited to launch PALS for All, a bold initiative aimed at making New York City’s social services fully pet-inclusive by 2030—starting with survivors of gender-based violence and those facing housing insecurity.
PALS for All is designed for any human service organization—domestic violence shelters, homeless family shelters, social service agencies, animal welfare groups, and more—ready to open their doors to families with pets.
We know that pets are family—they provide comfort, love, and stability, especially in times of crisis. By partnering with us, you can help create spaces where families stay together and heal.

This phase is for those seeking to learn, share, and understand the importance of pet-inclusive social services. Together, we’ll reflect on how pets intersect with your work, ask questions, brainstorm ideas, and set short- and long-term goals to bring back to your community.
We’ll help you determine what’s achievable and sustainable while guiding you to your first steps.
For those ready to go further, we’ll develop a plan to implement and monitor services, addressing practical tasks like updating intake processes and preparing staff for a new mindset.
Ready to grow, advance, and improve? We offer in-depth webinars, training, discussion groups, and large-scale events like conferences.
Together, we’ll explore systemic change, build partnerships, and create pathways for growth. By joining PALS for All, you’ll help shape a thriving ecosystem of pet-inclusive social services and inspire others to follow your lead.
This year-long, 10-session training program will guide your organization in creating and expanding pet-inclusive services, ensuring that families and their pets are supported together.
