The Solution to Homelessness is Housing
At Urban Resource Institute (URI), we believe what the data and humanity both confirm: the solution to homelessness is housing.
That’s why we provide a continuum of care—emergency shelter, transitional housing, and permanent affordable homes—because every person deserves safety, dignity, and a real chance to rebuild their life.
New York City’s right to shelter is not a loophole—it’s a lifeline. It was created in recognition of the humanity of people experiencing housing insecurity and the precarity of it exists to protect those who have nowhere else to turn. And yes, though our system already allows for short-term psychiatric holds when someone is in crisis, we know that forced “treatment” does not work.
The new executive order will not solve homelessness. It avoids it. And will worsen it. Instead of investing in housing and services, it threatens to strip away rights, diverts already limited resources, and worst of all, criminalizes people simply for being unhoused.
Homelessness is not a crime. Shelter is a human right.
At URI, we will not waver. We will keep showing up. Keep speaking out. And we will keep building and running safe, stable temporary and supportive housing that promotes dignity and healing. Keep housing and healing. Because justice looks like people off the streets, in supportive housing, and on a pathway to stability— not pushed into the shadows.
