As we enter the holiday season, New York delivered a long-overdue gift to survivors of domestic violence after years of survivor-centered advocacy led by Urban Resource Institute.
On December 19, Governor Kathy Hochul signed the Coerced Debt Bill into law, creating critical protections for survivors who were forced into debt through abuse. We thank Governor Hochul for standing with survivors and for turning years of advocacy into meaningful action.
For too long, coerced debt has been a powerful tool of control. It has blocked survivors from securing housing, finding employment, and rebuilding their lives. This law changes that. It gives survivors a clear legal path to challenge debt they never chose and shifts responsibility where it belongs.
This victory was not incidental. It reflects years of survivor-driven advocacy led by Urban Resource Institute (URI) alongside key partners. From vision to law, URI helped advance this bill at every stage—anchored in survivor experience and a steadfast commitment to justice.

Led by Lauren Schuster, Vice President of Government Affairs; Teal Inzunza, Associate Vice President of Justice Initiatives; blair doroshwalther, Senior Director of Economic Justice; and the full force of Team URI, this effort moved from concept to lasting policy. Working in partnership with CAMBA Legal Services, Her Justice, The Legal Aid Society, and NYC Anti-Violence Project—and with legislative champions Assemblymember Linda B. Rosenthal and Senator Cordell Cleare—survivor voices remained central throughout the process.
While this is a powerful step forward, it is not the end of the work. Survivors still need safe shelter, legal advocacy, and economic empowerment to rebuild their lives. URI will continue to lead and fight for systems that protect survivors, not punish them. Read the full press release here.
