Charles Carroll
Charles Carroll serves as Senior Vice President of Asset Management at Urban Resource Institute (URI), where he oversees the operations, performance, and long-term sustainability of the organization’s portfolio of 25 properties across New York City. His leadership has been instrumental in expanding URI’s footprint beyond shelter into supportive and affordable housing, strengthening long-term stability for the families and communities URI serves.
Since joining URI in 2017 as Vice President of Operations, Charles has played a critical role in building and modernizing the infrastructure that supports thousands of individuals and families each night. Promoted to Senior Vice President in 2020, he leads lease negotiations, capital planning, and construction and renovation projects, ensuring that URI’s facilities are safe, efficient, and aligned with trauma-informed, high-quality housing standards.
With more than 30 years of experience in human services and operations, Charles brings deep expertise in managing complex, mission-driven real estate portfolios. Prior to URI, he spent over two decades supporting people living with HIV/AIDS, including eight years at Harlem United, where he advanced to Chief Operating Officer. His leadership has consistently focused on operational excellence, scalable growth, and creating environments where individuals can access stability, dignity, and care.
Charles holds a Bachelor of Science degree from St. Thomas Aquinas College.
